China adopts UN sanctions, however, it does also have a domestic freezing program. China's Ministry of Foreign Affairs (MFA) announces sanctions. They are enforced by domestic regulatory bodies, including the Banking and Insurance Regulatory Commission, People's Bank of China, Customs and ministries of Public Security and Transport.
These sanctions are announced in MFA press releases, and not maintained as part of a list. Consequences of being listed (such as asset freeze or travel ban) are often not mentioned, and sometimes the sanctions target unnamed individuals or entities. For these reasons, publicly available data may not fully reflect the composition of China's domestic sanctions.
