The US Commodities Future Trading Commission (CFTC) maintains the Registration Deficient List (RED List) of foreign entities that "appear to be acting in a capacity that requires registration with the CFTC, but they are NOT registered with the CFTC."
Inclusion in the RED List does not indicate that the CFTC has found the entity in violation of the Commodity Exchange Act, however it is a strong risk indicator that a company purporting to provide financial products or services that have historically received high rates of fraud complaints, such as digital currencies, forex, binary options and other financial instruments.
