This is a risk based decision that should be made internally at every organization, but we generally recommend to screen name only.
Castellum.AI's name search is fuzzy, but becomes binary when you add multiple factors. For example, if you search for oligarch Alishor Usmanev, Castellum.AI will return multiple results for Alishor Usmanov because the names are similar.
But if you search for Alisher Usmanov + China, even though the name is now exact, you will get zero results because there are no records where that location (China) exists alongside that profile (Alisher Usmanov).
The search is no longer for "Alisher Usmanov" its for an Alisher Usmanov with an address or place of birth in China, and that is a much more narrow search. So unless you are confident that you are ONLY looking for the name that is associated with that location, and equally confident that the governments that watchlisted said individual added the correct location, this could lead to false negatives.
Watchlisted individuals often evade authorities, travel and have multiple addresses, and watchlisted businesses change their addresses, so searching for name + location can additionally lead to a false negative because the search is for the right name, but in the wrong location.
